    JOB TITLE: Director/Manager Human Resources

    REPORTS TO: President

    FLSA STATUS: Exempt

    DEFINITION: Reporting to the President, the Director Human Resources is responsible for designing and implementing Human Resources programs and policies at all levels of the company, ensuring wage & labor law compliance, develop programs to ensure the company enjoys smooth strategic growth in employment, managing the HR Department, ensuring compliance with HCSB directives and regulations, benefit and retention administration, managing the performance review process, and advising the Partners on professional employee management and various HR related duties, as assigned.


    Human Resources Management

    Recruiting and Retention


    • Collaborate with teammates on new positions, titles and job descriptions
    • Manage and participate in the process of new professional staff recruitment, selection and on-boarding
    • Develop training program with Clinical for Applicants with need for experience/skills


    • Organize & supervise onboarding process for new employees
    • New Hire payroll setup in Paychex including W-4 withholding, direct deposit, and wages


    • Review Career Development and Advancement with each office staff member and find opportunities for this to be obtained with WLC
    • Prepare and distribute the HCA Quarterly Newsletter
    • Oversee and direct employee surveys no less than annually
    • Manage the HCA-of-the-Quarter Award Program
    • Develop & implement an HCA enhanced lead position


    Employee Benefits

    • Partner with broker to select benefits to be offered to employees
    • Review annually the range of possible employee benefits to ensure
    • Collaborate with Director of Operations on maintaining competitive wages and benefits
    • Conduct/Oversee employee eligibility verifications
    • Prepare/Oversee benefit offers and collection of enrollment or declination forms
    • Provide Accounting Manager payroll deduction information and amounts for enrolled employees
    • Enter formerly enrolled employee and dependent(s) information into 3rd party COBRA administrator’s system
    • Oversee benefit reconciliations with the Accounting Dept and provide support as needed to recover unpaid employee premium deductions
    • Ensure the accuracy of Affordable Care Act compliance and reporting with our payroll provider, making corrections as necessary

    Continued education on supervising employees; labor laws and regulations, policies and procedures, best practices and approaches, etc.

    EDD & Labor Board Administration

    • Respond to information requests and answer employee and government agency questions regarding claims
    • Attend meetings or hearings as a WLC representative, presenting facts and documents to substantiate WLC actions

    Manage Worker’s Comp Claims

    • Manage WC claim, communicating with carrier, employee, and WLC staff regarding the employee’s work status and staying in communication with the injured employee ensuring they are receiving necessary treatment
    • Follow up on or provide Worker’s Comp information, documents, and medical treatment information and authorization as needed to employee reporting an on-the-job injury
    • Work with WC carrier to accommodate work restrictions and get employees back to work
    • Develop standard policies and procedures to ensure client and employee safety, as well as responding to wide-spread exposure to infectious diseases

    HR Administration

    Record Retention

    • Develop and oversee the retention of employment documents that complies with laws and regulations
    • Oversee compliance with HCSB regulations
    • Ensure record retention and destruction compliance for all recruiting and personnel files
    • Maintain employee handbooks that are current with laws, regulations, and WLC policies


    • Ensure compliance with wage and labor laws on the federal, state and local levels including, but not limited to, Leave of Absences, Equal Employment Opportunity Commission, Employment Development Department, Department of Fair Employment & Housing
    • Ensure compliance with Home Care Services Bureau Licensure
    • Ensure Health & Safety compliance for company
    • Work with Management and employees to ensure compliance with all federal, state & local laws & regulations, wage and hour laws, and WLC policies and procedures.

    Performance evaluation

    • Performance Evaluation Management: 1. coordinate office staff reviews with managers; 2. oversee with HR Generalist the Performance Evaluations of HCAs.
    • Conduct and/or support employee disciplinary actions including, but not limited to, coaching, counseling, or termination, ensuring best practices are used

    Manage the HR Department

    • Develop KRAs and report to progress to management
    • Cross-training of Generalists on various HR duties
    • Develop new policies and procedures as needed bringing HR expertise to process
    • Assist all staff with fostering a company culture that aligns with our attributes and mission
    • Respond professionally and timely to any employee question or dispute regarding pay, WLC employee benefits and government mandated employee benefits and protections, Worker’s Comp claims, accrued Paid Sick Leave or Vacation or other matters within the scope of Human Resource responsibilities

    Risk Management

    • Assist Director or Operations in developing and enforcing safety policies and procedures
    • Assist Director of Operations in risk management strategies, including but not limited to, developing new policies and procedures to stay compliant with changing wage and labor law, HCO directives and business operations
    • Implement IILP program per OSHA regulations
    • Assist with investigations, interviewing the parties involved and documenting to the best of your ability the events that took place and the timeline involved.

    Additional Duties

    • Provide support to other departments and management as needed
    • Manage travel to office as scheduled
    • Support the Windward Life Care branding identity


    Education Requirements

    • Bachelor’s degree in Human Resources, Business Management, or equivalent work experience

    Required Knowledge, Skills and Experience

    • Minimum of two years of staffing or Human Resources experience in a health care setting preferred
    • Minimum of two years of experience supervising or managing employees preferred
    • Maintain PHR or equivalent certification preferred
    • Able to maintain confidentiality and a high level of professionalism
    • Demonstrates strong analytical and problem-solving skills, leadership, judgment, and organizing competencies to perform the essential functions of the position
    • Excellent oral and written communication skills
    • Strong proficiency in computer use, including Microsoft Office applications, HRIS database systems, and the Internet
    • Bilingual in Spanish a plus

    Physical, Language and Reasoning Requirements

    • Able to lift and/or move up to 15 pounds, able to sit, stand, bend, stoop, kneel, pull, push, climb, reach, lift, and perform repetitive movements of the upper extremities
    • Close and distance vision ability
    • Frequently required to stand; walk; sit; use hands to finger, handle or feel; reach with hands and arms; and talk; or hear.
    • Ability to travel day-to-day as needed for administrative errands
    • Ability to read and interpret documents and instructions in written, oral, or diagram form
